This is one of the symptoms of a failing/bad drive belt tensioner. Other noises associated with a bad tensioner include squealing, squeaks or whirling, which indicates that the spring inside the tensioner is weakening, or that the belt is loose.

Your tensioner works to tighten the engine drive belt which transfers power through pulleys to the alternator, AC compressor, water pump and power steering. As with shock absorbers, tensioner loses their strength and efficiency over time. When they do, failure to replace belt or tensioner can lead to engine breakdown.
